
Rose Cardarelli, Ed.D, FACHE
Dr. Rose Cardarelli is the Founder & CEO of the Education for All Coalition and the President of Eagle Development, LLC. With an Ed.D. in Education, a M.Ed. in Education, MHA in Health Administration, and B.S. in Human Services, Dr. Cardarelli’s practice and consulting focus is Leadership & Diplomacy, Education & Training, and Human Security & Climate Resilience. Her deep background in international cooperation and operational management, combined with firsthand experience in the power of learning, civil society development and the crisis/post-crisis nexus has made her an influential asset to international institutions, governments, and NGOs.
Dr. Cardarelli is an active member of her field, currently serving as:
Advisor to the Global NGO Executive Committee (GNEC) at the United Nations (UN)

Leadership & Diplomacy
Dr. Cardarelli proudly served in the Medical Service Corps of the U.S. Army, holding the titles of Battalion and Brigade Commander, Inspector General, Hospital Chief Executive and Operating Officer, and Hospital Chief of Managed Care.
During her time in service, she effectively:
Developed one of the military’s first managed care programs
Coordinated medical response support for the Chernobyl disaster
Designed humanitarian medical support in Haiti during civil unrest and migration
Planned and executed a nation-wide homeland defense medical response exercise involving the Department of Defense, federal agencies and local emergency response teams
Led and cared for 3,000 hospital staff members and supported 600 Iraqi Freedom/Enduring Freedom wounded warriors
Commanded the Army’s largest training battalion
Education & Training
As the Director of Outreach & Professor of Human Security at the Near East South Asia Center for Strategic Studies, National Defense University, Dr. Cardarelli utilized her expertise in international engagement and successfully:
Created course materials for graduate level programs while providing research and cooperation across multiple government agencies and education institutions.
Acted as liaison to Congressional offices.
Formulated and managed outreach in the Middle East, South Asia, and North Africa.
Developed relationships with government offices, diplomatic and embassy representatives in Washington, D.C. academic institutions, think tanks and private organizations in the U.S. and abroad.
Coordinated international conferences and meetings, exchange visits, foreign embassy-oriented events, conferences and multilateral and bilateral workshops.
Human Security and Climate Resilience
Dr. Cardarelli is the Founder and CEO of the Education for All Coalition (EFAC) - a humanitarian organization dedicated to creating and bridging opportunities for youth through education services for displaced children affected by forced migration around the world.
Through EFAC, she has created inclusive, scalable, and sustainable learning methods for refugee teachers and students, with a focus on social-emotional learning, psychosocial support, and trauma support.
Dr. Cardarelli has effectively conducted education programs and brought resources for programs to the following locations:

Dr. Cardarelli has authored several articles and presented research at UNHCR addressing education and equity for displaced refugee children. Her current research is centered around the effects of climate change on displaced persons.
